3月14日,中(zhōng)國人民銀行官方微信公衆号發布文章《Guide to Payment Services in China》(《外(wài)籍來華人員(yuán)支付指南(nán)》)(下(xià)稱“指南(nán)”),介紹了移動支付、銀行卡、現金等各類支付服務的獲取方式和流程,旨在提升外(wài)籍來華人員(yuán)對境内支付服務的認知(zhī)度。
國務院辦公廳近日印發《關于進一(yī)步優化支付服務提升支付便利性的意見》(下(xià)稱“意見”),對進一(yī)步優化支付服務、提升支付便利性作出制度性安排,旨在更好滿足老年人、外(wài)籍來華人員(yuán)等不同群體(tǐ)多樣化的支付服務需求。此次指南(nán)的發布正是對意見精神的落實。
根據指南(nán),如果外(wài)籍來華人士持有銀聯、Visa、Mastercard等銀行卡,即可在有相應受理标識的商(shāng)戶進行刷卡支付;如沒有标識,可向收銀員(yuán)咨詢是否可使用所持銀行卡進行刷卡支付。如持有銀聯卡,可在境内所有布放(fàng)有銀行卡支付受理終端的商(shāng)戶使用。
關于如何獲取移動支付服務,指南(nán)也做出了詳細的介紹。外(wài)籍來華人士可以自行選擇支付寶、微信支付、雲閃付等多種支付産品。針對許多外(wài)籍來華人士關注的實名認證問題,指南(nán)申明,一(yī)定金額以下(xià)的交易免于采集身份信息。訪問www.pcac.org.cn即可觀看操作視頻(pín)了解更詳細信息。
支付寶目前支持綁定Visa、Mastercard、JCB、Diners Club、Discover等銀行卡;微信支付目前支持綁定Visa、Mastercard、American Express、JCB、Diners Club、Discover等銀行卡;需要注意的是,目前雲閃付綁卡隻支持香港、澳門等特定地區發行的銀聯卡。另外(wài),部分(fēn)境外(wài)電(diàn)子錢包用戶,如BoC 、ICBC等,可直接使用現有錢包進行支付,無需另行下(xià)載其他App。
如需要使用人民币現金,外(wài)籍來華人士可通過持有的銀行卡在有對應清算組織标識的ATM中(zhōng)提取人民币現金。也可以在标有貨币兌換标識的銀行網點、外(wài)币兌換機構和自助兌換機直接用外(wài)币現金兌換人民币現金。現場咨詢工(gōng)作人員(yuán)就能知(zhī)道可受理的币種。
另外(wài),存取人民币和外(wài)币、結售彙、境内轉賬和跨境彙款、外(wài)币彙兌以及支付等,需要持護照等有效證件就近去(qù)銀行網點開(kāi)立本外(wài)币銀行賬戶。工(gōng)商(shāng)銀行、農業銀行、中(zhōng)國銀行、建設銀行以及交通銀行等商(shāng)業銀行均可提供賬戶開(kāi)立服務。具體(tǐ)辦理條件可在網點咨詢或在銀行官網查詢。
數字人民币也是外(wài)籍來華人士可以選擇的支付方式,下(xià)載安裝“數字人民币(試點版)App後,可根據App内的提示使用。
On March 14, the official WeChat account of the People's Bank of China (PBOC) released an article titled "Guide to Payment Services in China" (hereinafter referred to as the "Guide"), which introduces the ways and processes to access various payment services such as mobile payment, bank cards, and cash, aiming to enhance the awareness of payment services for foreign visitors in China.
The General Office of the State Council recently issued the "Opinions on Further Optimizing Payment Services and Enhancing Payment Convenience" (hereinafter referred to as the "Opinions"), which makes institutional arrangements to further optimize payment services and improve payment convenience, aiming to better meet the diverse payment service needs of different groups such as the elderly and foreign visitors in China. The release of the Guide is a implementation of the spirit of the Opinions.
According to the Guide, if foreign visitors in China hold bank cards such as UnionPay, Visa, Mastercard, etc., they can perform card payments at merchants with corresponding acceptance signs; if there is no sign, they can consult the cashier to see if they can use their bank cards for card payments. If they hold a UnionPay card, they can use it at all merchants in China where bank card payment terminals are installed.
The Guide also provides a detailed introduction on how to obtain mobile payment services. Foreign visitors in China can choose from various payment products such as Alipay, WeChat Pay, and UnionPay Cloud Flash Pay. Regarding the real-name authentication issue that many foreign visitors are concerned about, the Guide states that transactions below a certain amount are exempt from the collection of identity information. Alipay currently supports the binding of Visa, Mastercard, JCB, Diners Club, Discover, and other bank cards; WeChat Pay currently supports the binding of Visa, Mastercard, American Express, JCB, Diners Club, Discover, and other bank cards; it is worth noting that currently, UnionPay Cloud Flash Pay only supports UnionPay cards issued in specific regions such as Hong Kong and Macau. Additionally, some overseas electronic wallet users, such as BOC and ICBC, can directly use their existing wallets for payment without downloading other apps.
If needed, foreign visitors in China can withdraw Renminbi cash using their bank cards at ATMs with corresponding clearing organization signs. They can also directly exchange foreign cash for Renminbi cash at bank branches labeled with currency exchange signs, foreign exchange institutions, and self-service exchange machines. On-site consultation with staff will reveal the acceptable currencies.
Moreover, services such as depositing and withdrawing Renminbi and foreign currency, foreign exchange sales and purchases, domestic transfers, cross-border remittances, foreign exchange conversion, and payment require the presentation of valid documents such as passports to open RMB and foreign currency accounts at nearby banks. Commercial banks such as ICBC, ABC, Bank of China, China Construction Bank, and Bank of Communications can all provide account opening services. Specific requirements for opening accounts can be consulted at the branches or checked on the bank's official website.
Digital Renminbi is also a payment method that foreign visitors in China can choose. After downloading and installing the "Digital Renminbi (Pilot Version) App", users can follow the prompts in the App to use it.
